It really depends on the legend. Some, like Zygarde or the Birds, are on par or below par when compared to non-Legendary pokemon.

People getting upset about legends just because they're legendary shows that they're lacking in the ability to discern what a good Pokemon is. People getting upset because they got swept by a Xerneas is more understandable.

Seriously though the only broken legendaries are the 680+ BST legendaries. Everything else, like Genesect and Deoxys-S, are annoying but not broken.

Battles against an opponent at my level or higher where I have the opportunity to get into the head of the other person with them doing the same to me.

A nice, tactical game where switching and move selection rather than overall stats are the deciding factor.

Never got that with a Legendary player on wifi yet. Always ended up steamrollering them.
