It raises special attack, but if it's a ground type it won't, but that's not really an issue since most ground types are physical attackers.

And you need it to have lightningrod, a ground type alone won't redirect electric attack.

Don't really have an idea of what to make for a chart, but holy shit Crobat is underrated. In my B2 playthrough he was fast, strong, and surprisingly bulky. Paired with Zoroark's Illusion, almost nothing could stop them.
