IV frames are preset. All players who want a specific IV spread must wait the exact amount of time before pressing A/Sweet Scenting.
Furthermore, flawless spreads with correct natures are quite a rarity, because they're, as I mentioned, preset. The only thing that varies from game to game are shiny frames, because of TID/SID combos.
Really, there's little reason to call it a 'random' number generator, because it's already set in stone.

Because OP doesn't feel like like waiting for circa 30,000 minutes to pass. Each frame lasts for 1/66 seconds, so unless op is Jesus incarnate, he's not hitting that frame any time soon.

There are I believe 6 seperate frames where you get a 31/31/31/31/31/31 Pokemon. I am fairly certain none of them are Jolly, Modest or Adamant, and I think at least 1 of them is Naive.

In perspective, OP needs to leave his console on for almost 500 hours AND mash A at the exact frame (again, each frame lasts 1/66 seconds). If he or she misses, the console needs to be soft reset and wait for 500 more hours to pass to try again.

There's 31/0/31/31/31/31 Modest iirc. However, the frame is so high the RNG Reporter will crash before it displays it. PPRNG is your best bet for that.

This is why I support PokeGenning legendary Pokemon. Nobody should have to sit around for several weeks just for a specific spread.

Eh, only hurtcore collectors do. You can accomplish a 31/0/31/31/31/31 spread in HGSS without having to wait more than a few minutes. RNG abusing Gen 4 Roamers is hard, but certainly doable with some prior experience.

Latios is SS/B2 only unless you have the Enigma Stone, so unless you bought 1 or both inferior versions or have access to Nintendo distributions after they have ended, Emerald's the only place to catch a Latios that isn't locked to 0-8 Attack, Defense, SpAtk, SpDef and Speed.

Furthermore RNG abusing in B2 is literally kindergarten mode. Tedious because 20+ Timer0s, but there's literally no difficulty besides getting the game to pick the right T0.

Anon, stop mixing up your uncivilized opinions with the facts. HGSS and B2 are / were a thing and made the whole IV thing objectively easier, whether you like it or not.
Latios isn't a Nintendo distribution in neither HG (or was it SS?) nor Black 2. Heck, he's a stationary mon in Black 2, meaning it's user-friendly to catch.
