1) They are a human, only select pokemons like Berloom can learn and use it.
2) The human body isn't capable of generating enough energy for the body to emit such speed and power.
3) The human body doesn't really allow for itself to go in such a way, we would need a harder exterior or stronger skeletal frames.
4) In the games, specifically Heart Golf and Soul Silver, the PC which is represented in the comic, can't hurt Pokemons at all on their own free will and person.
I would like to conclude that the creator of that image is a massive stupid idiot that should be laughed at by everyone.
