I just want to agree with these sentiments
BL Pokemon are quite viable, but they may have really good counters in OU (like Scolipede) which causes them to not get used
But, once those really good mons are placed in OU and the somewhat-viable mons are placed in UU, without specific threats they really shine and in some cases can be overpowered, because the other crappier stuff in UU can't deal with it
Therefore it gets placed in a banlist, because it can't be "over"used, but it can't be pitted against much weaker mons either
Think of them like a really low OU mon or a really high UU mon, they're either not good enough or too good
