The GS ball is not a mystery, it was supposed to open up a story arch to include Celebi in the anime, but that was tossed aside after the Pokemon 4Ever movie.

They simply scrapped the ball completely and hoped fans would forget about it eventually.

We have no idea who the international police are, or their goals or motives. So far i believe looker has been the only member we know about so it is possible that he is the only member, or more likely its an organisation of undercover agents.
In gen 1 the PC met a member of the global police on the SS Anne. He was trailing team rocket. I believe this may be Looker.
He doesn't appear in gen 2 or gen 3 however it is speculated that gen 1 and 3 occur at the same time, and that gen 2 and 4 occur at the same time. So during G/S he was in Sinnoh.
He then returns in Gen 5
and again in gen 6.

I think that team rocket may have gotten the best of him, and thats what happened to his pokemon.
He was still coping with the loss of his beloved partner over the course of Platinum and thats where his croagunk comes into the picture, it was either a loaner from interpol, or he caught it to replace his partner.

I favor of unfounded speculation as opposed to assuming we would forget about it.
Perhaps Sliph co got there hands on it and shipped it off to the Tiksi branch in Russia.

Speaking of Sliph co, seeing as they were the ones responsible for Porygon, I dont think it would be unreasonable to assume they has failed attempts at porygon, perhaps very very failed attempts.
