No it isn't. In Dratini's case, the "height" actually means the length of its body because that's how animals/Pokemon with a serpentine body are measured. You're basically saying that pic related is in scale, which makes absolutely no sense.

The entire thing was retarded to me since gen1 it gets raped by gyarados, later on it gets raped by whatever ice move people decide to plot on a gyarados for coverage,also the rocks thing is a stupid argument since Dragonite is also weak to some decent or stealth rocks pre multiscale. Until Multiscale was added in dragonite was basically going to be the bitch.
