You're thinking of anime canon. In the games, Mewtwo was birthed.

But hey, Pokemon canon in general doesn't make sense. Plenty of dissonance between gameplay and lore.

The concept that Mew was captured, impregnated, and had its unborn child genetically modified during prenatal development is disturbing enough for a Pokemon game.

it's probably a mistranslation, Japanese use the word "birth" and it's variations when they refer to how clones or monsters got created. I should know I've watched tons of anime

There was a topic about it yesterday. Might still be open, but the basic points are that just because Mew can't give birth in the daycare doesn't necessarily mean it has no reproduction methods, especially given most legendaries are shown not to be unique.
Also there's something silly about how Pokémon are actually born live and the daycare couple put them into eggs as a cradle. I assumed that was just a joke in the game though.
