What if Zygarde is actually meant to be a counter or equivalent of some kind to Rayquaza?

The dex entry doesn't have much to do with life and death, but moreso the balance of nature. R/S remakes get an Emerald-esque remake (like HG/SS had traces of Crystal in it) with Rayquaza being the mascot of one, and Zygarde the other - in which case the only flaw of my... theory would be that Kyogre and Groudon would take backseats as representatives.

This sounded much better in my head than in text.
