Grammatically speaking, it's correct to call an animal you do not know the gender of a 'he', but since this isn't English 1020 and some pokemon that can be both male and female look overtly female, I think it's silly to freak out over somebody calling a Gardevoir or Braixen 'she'. I do it all the time, but it's not like I look at Poke porn.
This is going to sound silly, but if there was a REALLY convincing drag queen walking by and you didn't know it was a dude dressed up like a female, would you call it a 'he' or 'she'? To you, he appears to be female so you refer to him as such. It's the same with feminine looking Pokemon.
