So in order to obtain a XY pokemon with a BW2 tutor move you'd have to breed a perfect iv pokemon with the right nature within the older generation games first? TMs no longer can be bred?

Don't bother with breeding if you have a gen V game, just use Pokégen. You are not cheating, just saving a lot of time
