You want either:
340 Speed for Pinsir
307 for Lucario (Unevolved Bullet Punch on weak Talonflame. Rare, but only a few extra Speed EVs above...)
... 303 Speed for Jolly Excadrill.
Anything below that? Uninvested Talonflame sits at around 288 Speed, which should be enough for most other things.
