Are you literally retarded? Gengar never ran Shadow Ball competitively in gen 1, 2, or3 because ghost was a physical attacking move. The fact that he stayed in OU as a special attacker that didn't use a STAB move is pretty impressive

Gengar's been good even when it couldn't use any Ghost type moves (Either because they were physical or because they weren't even there) because it was fast, had great immunities, and had a huge movepool. Hypnosis, Explosion, Sub+Disable, Mean Look, Thunderbolt, Psychic, Giga Drain, so many options.
