So I think I may have fucked up my chances at Celebii.

>Decide to reroll game when Pokebank comes out
>Open pokebank click a few things regarding the Celebii and pokemiles
>Distribute pokemon into pokebank
>Clear my saved game
>Start another game and get through the beginning stages
>Check Pokebank
>No Celebii
>No Pokelink option

I've searched pages of google for the answer and have not found it. So I turn to see if anyone has done similar or might know if there is a restriction on when the option becomes available.
