If by "legal" you mean within possibility of the games then just use RNG abuse or PokeGen

If you use the pokeradar, the more you chain the higher chance of getting pokemon with perfect IV's. I suppose it is possible to use that to theoretically chain to a perfect ditto.

I have a 6 IV jap ditto my friend made for me, i dont know the exact process but he pokegened it multiple times till it passed a check, then brought it from B2 to gen6. from what it seemed you need to gen it but it has to be perfect

You can also try to pokeradar one, the math are THEORICALLY better because apparently you can get 3 IV if you get the chain long enough, but the time to do it is pretty long either

You can generate a legal 6iv ditto in 1 minute, is not hard at all like you describe it.
Put a Luvdisk on guts with /vp/ in the description of you want one.
