I suggest for candidacy:
Keldeo.
Keldeo has coverage enough (more so with the HP nerf, allowing it to run Icy Wind for Ice coverage with little drawback + another HP) to abuse it, likes the power gained to garner more KOs, and appreciates being able to bluff Choiced items, which in turn allows it to garner more KOs on mispredicted switchins. Its lack of a good support movepool means it has a very small opportunity cost in running a full offensive set that maximizes Expert Belt use.
I find that mons with some access to recovery (Recover, Giga Drain, etc) makes Life Orb the better item in most all cases since it isn't limited to coverage, since so few mons actually achieve near perfect SE coverage (whereas it's pretty easy to achieve near perfect/perfect neutral coverage). This is why I feel that Starmie aren't as strong candidates.
Electivire has better coverage than Keldeo, but unlike Keldeo who gains KOs with it, Expert Belt doesn't actually help Electivire get KOs against bulkier targets, still needing an extra boost aside item alone to make it offensive worthwile. While it does make EB Electivire a great late game clean up mon, it does mean it status as an EBelt user is limited.
