I have a pokemon with a perfect IV in special attack. Its the fire starter my rival gave me. It is the only one, short of my legendaries, to have a perfect stat like this. However, I only really played much in Gen 1, and never did learn much about breeding and this kind of optimization.

How do I min max what I have? What should I breed it with?
