Putting in time is retarded unless the thing you're putting time into is actually enjoyable and engaging. Riding a bike left and right on a route hoping for the random number generator god to bless you is neither is those.
That's like thinking it's a good idea to force the player to get 4000 steps on their 3DS pedometer everyday just to get online because it "rewards the players who put in time."
The "reward" should come from actually coming up with a good team with good EV spreads, species, natures, and movepool choices.

The fact that you even bring up perfect Ditto, which are almost impossible to get unless you hack or otherwise abuse the game in an unintended way, should show how flawed IVs are. Also, good luck breeding if you want to competitively use a legendary or something that requires tutors from previous gens. You know, the ones where the breeding mechanics are even worse. ;)
