>>17961668First of all, HP maxes out at 70 BP, not 60. And its perfectly viable in the situations its typically used in. You're not going to run HP on everything just to get an extra SE move on some things, you use it to check certain threats that would otherwise wall you completely.
Like Magnezone using HP fire to hit Ferrothorn, Scizor, etc. Most of the time a neutral STAB attack is more powerful than a SE Hidden Power, and that's not when you're going to want to use HP. You have HP there to hit things all your other moves won't so you don't get walled.
