>>17961650I think GF did it to make it harder to breed for it without Ditto. This was reserved for starters, fossil Pokemon and a ton of back-in-the-day rare Pokemon, mainly the "gift" Pokemon or Pokemon given to you by random NPCs. This includes Eevee, Sudowoodo, Snorlax, Lucario, Zoroark (save for the one on Lostlorn Forest because that one was 100%-guaranteed female), Relicanth, the elemental monkeys and Togepi. The only Pokemon I've ever known with a 1:8 female-to-male ratio that shouldn't have is Combee.
