I don't undestand the question, but Blaze had been part of Chimchar's character arc though the whole season. Paul initially captured him because of it, then released him when he wouldn't use it during a tournament. Then Ash spent the rest of the season working with Chimchar to get it under control.

Because poetic justice. He was defeated because Ash took the time to do something Paul couldn't. Fighting without it would have undermined the point of the battle.
