What is game balance? There are very few early game Dark types in GS and the Psychic/Poison weakness at least gives you some sort of type advantage besides Ghost vs Ghost.

Because game had pokemon of the type they could use as their signature pokemon and they still didn't use them. Like misdreavus,ledyba,spinarak,snubull,grabull and the list goes on, you don't even get to see some of the pokemon in the game because no NPC uses them or they only appear in Kanto

but in HG and SS they also had Noctowl, scizor, heracross, Girafarig, Mismagius, Mamoswine and holy shit even in their remakes they didnt use much from their own region.

They are gym leaders for a reason, they have variety of pokemon of the type.

A lot of Johto pokemon have extremely low encounter rates and it's difficult to find them over kanto mons

The point is they did it for a reason; Pokemon at that point in time was still mostly about catching them all and they wanted that to be a challenge. Having rare mons at Mt. Silver was supposed to be part of the reward for getting that far in the game.

In terms of difficulty from my shitty memory
3 > 5 > 2=1 > 4 > 6

I remember Hoenn having some ridiculous battles.

In Gen 5 I remember being caught off guard by Lenora's Watchog and Clay's Excadrill. I've also heard stories of Elesa's volt switching Emolga but I didn't have too much trouble there.

In Gen 2, I really only recall difficulty with Whitney's Miltank and Clair's Kingdra. Gen 1 was only rough if you picked Charmander which is easily mitigated by training other pokemon early on.

Gen 4... I think Maylene was somewhat challenging. I'm honestly drawing a blank here.

Gen 6 had pathetically easy leaders. Even Wulfric knows his type is shit and that he will likely be defeated easily.

Gen 2 is so memorable because they were so damn difficult. I had to try so many times to develop the right strategy to take care of Bugsy, Whitney and Chuck. Norman was the only other one that came close, or Brock if you picked Charmander in Gen I.

Gen 6 loses a lot of points because Olympia doesn't use ANY of the space-themed Psychic types (Starmie, Solrock, Lunatone, and Gothitelle are all in the Kalos Dex, so what's the problem?). And the spider web-themed Bug leader doesn't use Spinarak.

So I don't understand why they don't involve more of the gym leaders from XY into the plotline.

In Gen 5, all the gym leaders have other jobs (which helps to introduce their personality more) and are intimately involved with the plot (except the Trio, but they might be the Shadow Triad).

They all help you beat Team Plasma, and at the end they show their personality pretty well. The especially memorable ones are Lenora, Burgh, and Clay; plus Skyla and Elesa were memorable because they were criminally too hot for kiddie game

In Gen 6, the only memorable one is Korrina who helped you with Mega Evo. The rest didn't really do anything. For example this guy Ramos, just stays in his gym, have like 4 lines and then you never see him again. The same with the first, second, fifth, and sixth gym leaders.

I don't understand why GF passes on the obvious formula that was working and instead give us shitty rivals

However the Gen 5 leaders are literally the only ones who did anything other than sit on their butts waiting for you to challenge them, and made the leaders seem like more than just slightly above average trainers.
