The only reason you invest in Speed is to not get blatantly outsped by the bulkiest things in the game. But you still won't be any faster than the average Speed user.
If you can get him with Guts and Baton Pass him a status condition, or give it a Flame Orb to hold and waste a turn, he'll rip everything to pieces provided he doesn't get OHKO outsped. And his movepool isn't terrible, though he doesn't have any really high base power attacks. He has a few elemental fangs to give him coverage, which is good enough.
I'm a Luxrayfag, and I wish Luxray was a bit more viable. It's a shame such a good Pokemon was given such shit stats.
In short, Luxray isn't going to be your sweeper any time soon, but he can do some work if you know how to work him out in a team.
