Alright, so I have two 3DS's. Both are NA models.

If I factory reset one without connecting it to the internet, could I potentially change the in-system region settings to breed different patterns of Vivillon?

To get different region Vivillons you'd need a second copy of X or Y, or reset your save file.

Yeah, but everytime you want to change your Vivillon you'll have to reset that file's save and go through the game all the way back to Route 7.

What is that region called?

Sadly, Yukon isn't one of the regions that can be chosen in the 3DS.

Icy Snow can also be found in this chunk of Russia, but again, I'm unfamiliar with the region.
