The Pokemon Company are semi-autonomous to a degree and are very strict about how Pokemon are handled due to the marketing-driven nature of the franchise.

Sakurai has mentioned Pokemon being the most difficult Smash characters to design because of this.

Metroids already have a ton of evolutionary stages, and Ridley was pretty much retconned into a pokemon as of OTHER M, so we may as well reference it somehow.

To be somewhat fair, the only games to not have the standard Arbok face on it are RSE and GSC, and the GSC might've been intended to be the same one as the RBY one since it's basically the same thing but a different palette since it was IN COLOR as opposed to in black and white.

Looking back the dex entry for Leaf Green say "It is rumored that the ferocious warning markings on its belly differ from area to area." but doesn't mention it anywhere else since then. It sticks with the FR/LG face for all games since then.

If only GF would go through their Pokemon and dex entries on them and make changes, there's so much potential for more forms that could be fun to get and actually make them different
