One of the other boards I frequent is /fit/, which has a sticky filled with pretty much everything you need to get started, yet we get 10 threads a day, especially at this time of year, asking how to lose weight or 'Where do I start?'
You can see what I'm getting at, right? Even if you have a sticky, the people who are shitting up the boards with those threads aren't going to stop and read a sticky, they're just going to immediately make their thread regardless.
The problem is when people come in and immediately post their trade threads without lurking at all, like the redditors that have never visited 4chan before, come here, start a begging thread and when it's done they leave.
tl;dr, A sticky would alleviate the problem slightly, but the worst parts, ie the parts that rustle the most jimmies, would remain unchanged.
