Is there literally anything pic related can do that others can't? Seviper at least has an interesting niche with its movepool and Infiltrator, but I can't think of a damn thing Zangoose does that something else can't do better. One of the only decent things to come out of gen 3 shouldn't be wasted with such shitty stats, for real.
