Lanturn can at least learn ice beam which is better than nothing, but rotom-w really struggles to hurt grass types, especially trevenants with lum berries and harvest which is the most common set up. They don't give a flying fuck.
The best way to make rotom-w less prominent in the metagame is to not make him worse, but to make grass types in general better and more viable competetively, which this gen really did help actually. Breloom has been pretty successful on my team this gen, ferrothorn is doing just fine even though he lost two amazing resistances this gen, mega venusaur is a popular wall, the list goes on.
