According to the first gen, yes. Anything else? It has not been addressed since then. A lot of people think Ghost pokemon are what happens to all other mortal pokemon. I'm not too sure, my theories made Giratina's Distortion World a place where all phasing matter goes. The Ghost type is phasing matter, defined by Giratina itself. I never figured out if that means they are "alive" in Giratina's world or not. Mortal life was defined by Xerneas and Yveltal, and they do not exist on the same plane as Giratina. Their power is limited to the plane of the pokeworld. That is not to say that Giratina could not have made it's own creatures that are neither living or dead, but rather an embodiment of energy, much like I think the legends are. (at least if they are similar to Xerneas and Yveltal or higher)
