It's now far easier to purchase foreign items online, and they don't want their domestic sales to suffer by way of you purchasing your special edition 3DS (or just a standard model at a good price). It probably makes keeping track of sales easier, too, and potentially serves to block content that NA parents would object to.
In the end, it's more control and more profit for them. If they just released the same edition hardware globally, I wouldn't mind, but I also realize that that wouldn't be economically feasible either.
