on battle spot its not common at all. I use steal rocks on my heatran though whenever I see a charizard on the opposing team though.

The base power is determined by happiness, but it's not a fixed damage move so of course it still depends on the Pokemon's attack stat.

Return on M-Pinsir is terrible.

Use Frustration instead. You get to protect yourself from opposing Ditto, which all run max Happiness by default.
