Has anyone dumped all their boxes on X/Y into Bank then started a new game? I liked the main-game of X so much I want to play it again. I wouldn't lose anything outside of items etc would I?

Pokebank is connected to your current OT number. If you start a new game all the Pokemon you've caught in your previous save will be 'locked' from being withdrawn.

If you mean he can't take them out of bank on his new save until some point, then that's false. I restarted today and put all my pokemon back in my boxes on the new save
