It's supposed to use the sun to power itself, and it's a reptile, so you'd think it absorbing light and heat would allow it to use fire moves as well, and Solarbeam too, but it can't. But then you have Dry Skin working with battle mechanics, like Rain Dance/Drizzle+Thunder+Surf, which is still counter to its conceptual design.
Its hidden ability is Solar Power, which should be a base ability, but it's not even great compared to Dry Skin because the damn thing can't learn Solarbeam or any fire moves so it doesn't even matter anyway.
They really dropped the ball on this one imo.
