Moltres would definitely be happy to have Drought, although that's fairly obvious. Even look at Moltres' pokedex entries- all of them talk about how Moltres is known to turn winter into spring and things like that.
Articuno has a variety of abilities that make perfect sense. Refregerate is one that seems tempting, but Articuno learns plenty of powerful ice type moves already, and not to mention doesn't learn a lot of normal type moves in the first place.
A better option for articuno is actually snow warning, and would fit in with Moltres' Drought. In fact, give Zapdos Drizzle and the cycle is complete, and all 3 seem reasonable as all 3 have pokedex entries that talk about them all causing different types of weather.

A better ability for it than Levitate could be the obvious Shadow Tag, but if you look at Mismagius' pokedex entries, a lot of them have to do with how Mismagius' has a cry or scream that drives most people crazy. A good ability for it would be intimidate in that case, as it being out in the field would be rather intimidating to other pokemon if it can drive you crazy, you know? And it'd really help it take hits as well without being too implausible.
