Does /vp/ know if you can get the Shiny Charm from the beginning of the game, or do you have to beat the Elite4?

The idea was to start a new game and transfer boxes with every Pokémon in them, getting the Shiny Charm from the start and play the game with higher chances of finding shiny Pokémon.
