I have no idea why I spent time and effort on this.Anarchy mode is breeding 5IV eggs for competitive in gen 5. It happens eventually after a lot of time, but when it happens DAMN does it feel good.
Giving control to one guy is the equivalent of Pokégenning something from scratch. Quick, efficient, and nobody wants to watch you do it because it's not impressive at all.
Anarchy/Democracy Slider is the equivalent of breeding eggs properly for a few hours, getting one with 5IVs but the wrong Attack stat, then "touching it up" in Pokégen. Still cheating, and there wouldn't be any thrill of achievement after the edit. You can wave your "fixed" 5IV around and talk about how long you spent breeding before you gave in and cheated, but you still cheated.
Permanent Democracy mode is breeding in Gen 6 with a 6IV Ditto, Destiny Knot, and Everstone. Results are effectively guaranteed after minimal time investment, but the odds are so good that it just feels like a chore over a slot machine. You get more done in less time, but the thrill of each accomplishment is much, much lower.
It's all to do with reinforcement schedules, the same reason that "press a button twenty times and receive a penny" isn't as fun as "press a button and have a one in 5,000 chance of getting one hundred dollars" even if the first one is much more profitable and reliable.
