Tangrowth was a better user of power whip, and well, Crunch was redundant coverage to Shadow Ball and X-scissor from other, better grass types.
Even if I limited myself to Sinnoh-only pokes, that still leaves me with 8 grass types to choose from and well, it's dead last in usefulness.
