HG/SS were first released in September 2009; the first V Generation Pokémon was revealed in February 2010 (5 months) while the games altogether were revealed in April (7 months), and then released in September 2010. A whole year after the last games of the IV Generation.
BW2 were released in June 2012, while XY were announced on January 2013 (7 months; the exact same amount between the IV and V Generation) and released in October 2013, MORE than a year later.
Plus, the main team always works for the next generation installment first. In fact, HG/SS were directed by Shigeki Morimoto and the music director was Go Ichinose - while Masuda was more of a producer; BW2 were directed by Takao Unno, and the music directors were Go Ichinose and Hitomi Sato. In both cases, Masuda was focusing on BW and XY, respectively.
Furthermore, Tsunekazu Ishihara has revealed that Game Freak is one of the first game producing companies that receive the software kit for new consoles, as soon as those consoles are even made. This means that GF was working on a 3DS installment even before March 2010 (when the 3DS was announced; but this doesn't mean it wasn't a thing for Nintendo even before). But GF couldn't wait to create a V Generation directly to the 3DS, it would have demanded too much time between the DS gen and the 3DS one. This is why BW came out for the DS: their only purpose was to print some money. Masuda affirmed in an interview that the whole process of Pokémon design and story writing for BW took the company a year. A single fucking year. If something, Black and White are rushed games. And they're very good storywise nonetheless.
