Anarchism literally means, "without rulers", not "no rules" Going by this, it would be more of a "community decides" thing rather than no rules at all.
To make it easier to understand. Anarchism is not the same as lawlessness. as laws can be created and enforced under anarchism. Law enforcement could come about in different ways, such as democratically elected officers, or community policing.
