The NFE pokemon with the highest base attack and special attack are Fraxure with 117 and Duosion with 125, closely followed by Magneton with 120 SpAtk.

Multiplied by 1.5 we have Fraxure with 175.5 base attack, Duosion with 187.5 base special attack, and Magneton with 180 base special attack.

Anyway, with this item Duosion had could at max 574.5 Special Attack at level 100 with no drawbacks. Deoxys A has at max 504

Slaking might be uber. Maybe. M-Kanga was a ton stronger and had a SD like move. Regigigas won't be uber- No recovery, priority or boosting moves. Archeops won't be uber-too frail, weak to priorirty and SR.

With the way everyone gets their rocks off with knock off these days I doubt that such an item would make them uber.

Anyway I would make a change to the Safety Goggles by having them prevent weather related damage and entry hazard damage.
