They only give you one option for a Fire-type before the E4 in DP. It is irrelevant what the Pokemon is, there is only that one. In this case, it is Ponyta. Just Ponyta.
In RS, they at least give you two Ice-type options to choose from. At the time, there wasn't a whole lot of Ice-types in existence anyways.
When DP came around, there were three gens of Fire-types to choose from, as well as the opportunity to create more for Gen 4.
