Evasion is currently banned because it "depends too much on chance", a level 1 evasion boost gives you an approximately 30% dodge chance and wastes a turn. A level 2 evasion boost gives you a 60%ish dodge chance and wastes two turns.
Now let's compare to serene grace flinch spam which gives an effective 60% chance to not only prevent damage, but also prevent the opponent from performing any move at all. This requires no setup, and deals damage.
Throwing setup in we get thunder wave and confusion (generally through swagger) from a klefki support. This gives us a three turn setup for a 90% chance to prevent the other pokemon from performing any action. Evasion has a three turn setup and gives a 90% chance to prevent an attack from landing.
The cry against flinch spam is that "but you can just outspeed the flincher and it's not a problem", well there exist moves that dont check accuracy, but it's still banned, so let's compare how "outspeeding" works.
Ok, let's look at a scarfed togekiss with an effective base speed of 120 and assuming everyone is using speed boosting natures and maxed speed EVs.
Togekiss ties with Alakazam, Dugtrio and Sceptile and is outsped by Gredinja, Swellow, Noivern, Weavile, Talonflame, Jolteon, Aerodactyl, Crowbat, Electrode Accelgor and Ninjask.
Of those Weaville, Jolteon, Crowbat ,Aerodactyl and maybe Dugtrio and Gredinja can stop flinch spam.
However with the advent of prankster clefki and thunderwave the number of pokemon that can outspeed Togekiss and resist that thunderwave is down to just jolteon. No pokemon from the above group carry counters to both Klefki and Togekiss.
The other offender is serene grace Jiraschi, with a scarf it gets a base speed of 150 being matched by M-Alakazam, M-Aerodactyl, Deoxys and outsped by Ninjask
As for bullet punch, prankster kelfki outspeeds all users with the exception of Lucario.
