and then you see Onix, which is like this huge fucking snake rock monster with no real analogue to the real world. That was not unintentional on the part of the game designers. It was to emphasize how different gym leaders were, as well to challenge the gamer to broaden their views on what a pokemon is.

This. Every gym leader was involved and developed, and they even appear to help you at the end of the game. Except for the Striation leaders, which fits their developed characters as amateur klutzes.

I didn't realize how much I loved this gen until Gen 6 came out.

You know, to give credit where credit is due, Kalos' Gyms are fucking amazing though. A little too linear, but really, they're awesome.

Too bad Gamefreak focused too much on the Gyms and not on the leaders, with Gyms completely outshining and overshadowing the leaders.

The Kalos gyms have some pretty visuals, but without BW2's amazing idea to create a unique mix of the Gym theme for each one they fell sort of flat for me. Burgh and Elesa's gyms in Black 2 were absolutely god-tier.

I liked that Tate and Liza punish you for trying to solo the game with one Pokemon. The Emerald match is especially annoying since Solrock's Sunny Day + Solarbeam wrecks Swampert (not sure if they did SD + Solarbeam in RS). One of the view Gym Leader battles that feels rewarding to win.

Worst Elite Four: Will. Despite all of his Pokemon being dual-typed only his Jynx had a STAB attack that wasn't Psychic (Future Sight didn't have STAB this gen).

Worst Gym Leader: Roxanne. Put on the red light. Not only could all of the starters effectively sweep her (at least if Torchic evolves), so can Shroomish, Lotad, potentially Wingull or Seedot...
Worst Elite Four: Drake. His team in Ruby and Sapphire gets completely swept by any Water-type with Ice Beam. His Emerald team at least replaces a Flygon with Kingdra and improves his movesets...

Anime Cress notwithstanding, this gym was supposed to be a primer on types, but the utter lack of type diversity changed it into "haha you'll suck at this gym through no fault of your own oh wait random girl gives you a monkey to sweep it with". If they had been the 3rd gym or so and had been a Triple Battle it probably would've been much better.
Worst Elite Four: Caitlin. Her team has excellent coverage against Flying-types, but (except for Sigilyph) they're all slow and can be easily oneshot before they can move.

Worst Gym Leader: Korrina. If you use a Ghost-type, 2 of her three Pokemon can't hit you at all. Worse, the game builds up to her having a Lucario for use in her gym battle and it just ends up being used to demo Mega Evolution. (granted, a Ghost-type no sells both Lucario in the battle beforehand where she uses them both...)
Worst Elite Four: Malva. Pretty much any Ground-type with Earthquake and Rock Slide will sweep her team, as she doesn't have any attacks to deal super-effective damage to Ground-types.

Worst Champion: Diantha. Her team is pretty easy to sweep with Vanilluxe (Ice Beam and Mirror Shot) or Aerodactyl (Iron Head and Ice Fang). She also did jack storyline-wise.

There's only one Ground-type in Route 4 (the desert), and that's Sandile. Besides, Elesa has an Emolga (which is immune to Ground) which can still hit Sandile with STAB Aerial Ace, and her Zebstrika has Flame Charge. Really the only benefit to using a Ground-type against Elesa is you don't have to go on the Volt Switch ride. In B2/W2 she gets a Flaaffy to replace one of her Emolgas, thankfully.

As for Clay, Cold Storage also only has one Ice-type (Vanillite), and that's only in B/W. In addition, only his Krokorok is weak to Ice - both Palpitoad and Excadrill render Ice neutral due to their secondary typing. Excadrill also has Rock Slide, which will likely oneshot Vanillite because, well, it's Excadrill. The Cold Storage is also removed in B2/W2.

They should really continue having more investing gym leaders. They ARE the bosses of the game, and making them more developed makes defeating them a lot more satisfying, added with a difficulty that doesn't insult the player, these bosses will be completely solid.

Now, there is a downside to this. From what we played in BW1 and 2, the games have become extremely and horrendously linear because of these increasingly "complex" plot that Gamefreak added to the games. Gamefreak has shown so far that they unable to make a good plot with good characters in an open, non-linear world. Seriously Gens 1 and 2 are the most open of the series, and they have little plot. Gamefreak doesn't know (or didn't try) how to put in an investing plot without forcing the player to a pathway.

(XY is just complete and utter bullshit. The plot was bare bones, the leaders were cardboard, yet they still forced us into an unnecessary linear path)

In any case, the Gym Leaders could easily become more memorable if they do add depth to their character by doing something out of the gym. A lot of the Gym Leaders are just plain, boring bosses who stand there, waiting for nothing, and you really have no immediate need to defeat them other than "to progress through the game". It's not like, say, Zelda bosses either. At least Zelda bosses have something immediate that you, the player, needs. And defeating them (added with the challenging fun presented to you) is satisfying, therefore memorable. That's why gym leaders like Misty, Whitney, and even Roxanne has something memorable with them: they're satisfying to defeat.

tl:dr gym leaders should be more characterized (but gamefreak needs to learn how to not make the game linear) and more satisfying to defeat

I actually liked the look of Rustboro City and how Roxanne fits in with the ultra-modern theme. It's a damn shame her Pokemon are pushovers, but I'd take her any day over Brock.

At least her Emerald rematch team and PWT teams do her some justice.

Gen 1: The only one I can really think of is Brock
Gen 2: Falkner because of how unmemorable he is, or Clair due to being a complete bitch
Gen 3: Roxanne: she was the blandest of the bunch
Gen 4: Never really played Gen 4
Gen 5: Bryce, due to how pathetically easy he was, or Burgh, who was pathetically easy and not that memorable aside from his gym
gen 6: Viola. Probably the easiest Gym Leader battle I have ever fought. She'a also really bland. Olympia is a close second
Worst E4:
Gen 1: Bruno
Gen 2: Bruno
gen 3: Sidney, because he was way too easy for an e4 member
Gen 4: Never played
Gen 5: Marshal: probably the blandest e4 member in this gen. Also really easy
Gen 6: Siebold: Bland and not fun to fight

What. Aside from Malva, he's the only one in the league that really stands out. He's got a memorable and fun design and character and is actually encouraging to the player. All he needed was an Escavalier and Bisharp.
