Is it worth the trouble of completing the national dex to get this? Does anyone who has it notice a significant increase in shinies through breeding/safari encounters? Or is it just regular wild/horde encounters that it affects

I've had it for 2 weeks and haven't noticed anything out of the ordinary.
It is very possible it only boosts wild encounter shiny rates, as per the description.
