OP has a point though but it's not really their fault. The Hoenn Elite were pretty cool, but much like nearly every character from those games, they were flat, unmemorable and boring. They have potential beyond their looks but the game never does anything with it. Bit of a shame. Not like this is Gen 5 or anything, friend.
Imo Gen 2 E4 were pretty bad. Fuck that psychic-mask guy. He's like Lucian but horrible
