So I recently decided to breed a Volt Tackle Pichu.

If I have both Parents knowing Volt Tackle, then can I use Destiny Knot Everstone to Keep Nature,IVs, and Volt Tackle?

Or must I play Nature roulette with a Light Ball until I hatch one with IVS and Nature at random?

Um...not sure why you'd have to do that second one. Egg moves don't require an item to be passed.
