Meowth and Persian are really cool, so it's a shame that they are probably the most useless cat Pokemon there is. I really would want to use Persian on my competitive team and I would if he had better movepool and stats or a mega evolution

You could always go for Normal Gem + Covet. It worked well for Persian in Gen 5 NU and Meowth in LC because so many Pokemon there have Eviolite.

Persian has a unique combination of Fake Out + Unnerve for VGC, so it actually has a use.

Purugly is easily the worst cat pokemon, with nothing unique or special. It's just a fast, shitty normal type.
