Draco Plate is boring, and not particularly resonant. Change Gliding for Flight and maybe add an aura of courage/inspiration. Make it so that your powers increase as you become more dragon-like, but so does your emotional instability.
Dread Plate isn't that appealing to me, with some pretty significant drawbacks; using the plate's main power is going to backfire on you. Distrust can be worked around, I suppose, but its not pleasant. Panicking yourself is a killer downside though, since you aren't going to be able to take advantage of your fear powers if you're hiding in a corner screaming. Stealth and Night Vision are... well, useful, but they're not particularly exciting, and they don't make up for the downsides.
I'd say replace the chance of hitting yourself with the fear aura with only being able to fear one person at a time OR removing the Hallucinations and Insomnia.
Earth Plate is fine, but unlikely to be picked because the downsides outnumber the benefits. Remove the water corrosion and change it so that washing the dirt off doesn't fuck you up, but you'll end up covered in dirt again in a matter of minutes.
Pixie Plate is good.
Fist Plate is good, but maybe change "decreased intelligence" to "acts without thinking", which makes it more appealing. Even really good options are going to be difficult to pick if the player thinks that it'll make them a retard.
Flame Plate is good. Icicle Plate is good. Insect Plate is good
Iron Plate should explicitly grant improved durability and possibly stamina. Skin as hard as steel, unbreakable bones, stuff like that.
Mind Plate is good. Sky Plate is good.
Splash Plate is good.
Spooky Plate sounds cool with an Aura of Unease.
When are you ever going to be in a sandstorm? How about the Stone Plate's powers are increased when you're standing still, with both feet planted firmly on the ground?
Toxic Plate is meh, seems like an NPC power.
Zap Plate is good.
