We need to get (rick) ghastly
There will be sacrifices, but the bitch must be level 100 by now and will be able to defeat elite for on it's own. Imagine the elite four laughing at ghastly, thinking he's super weak.

it could be done by going from old man to cinnebar island WITHOUT encouters with wild pokemon but that's obviously impossible

nope, once you get on the water the Encounter List updates, even if you didn't face anything on your way to Cinnabar the List already updated, that's why you need Fly, to get directly onto Cinnabar's edge with the Encounter List still glitched, the edge has appear pokemon flag, but does not update the Encounter List until you go deeper into the sea
