You approached by nintendo and Sakurai himself, and they have given you a job. The pokemon you thought of is their next character their unveiling for Smash Bros 4 and It is your job to give the character a decent moveset.
(at the very least a Bup, Bdown, Bside, B, and Final Smash)

Take little macs set hes getting in the new smash, make it heavier and less.. y'know... good.

Mach punch; Time freezes/slows down for a few seconds and hitmonchan gets choose a direction it will run and punch in said direction, and player in its path will be auto-KOed (but it is locked into that direction till it goes off screen, then the smash ends and hitmonchan respawns on the map)

UpB - U-Turn, kind of like captain falcons up B but you bounce backwards
SideB - Knock Off, slaps the item out of the enemies hand
Down B - Picks up a rock like Peach's down B and throws it I guess like rock blast
B - Pretty much Ivysaur's bullet seed but on the direction you face instead of up
Final Smash - I honestly don't know, maybe just a trapping move where you attack a fuckton of times with tail slap?

I wouldn't mind a brawl style pokemon game actually

vSmash: Rock Tomb. Torterra slams the ground and two medium sized boulders come up from the ground on either side of it and go back into the ground. This move stuns for a little longer than normal.
sideSmash: Torterra charges up a solarbeam. The longer the charge, the more powerful it is.

NAir: Torterra spins around and hits with its tail
^Air: Torterra sends a few weak seeds above it that explode, similar to ^attack
vAir: Torterra uses body slam on the ground directly below it.
FAir: Torterra sends out a flurry of fast-moving razor leaves in front of it
BAir: A tail whip

Running attack: Just a running headbutt
Crouch attack: Torterra kicks the ground and a spray of mud comes up, effectively mud slap
Ledge attack: A few, slow moving razor leaves
All grabs are bites

Final Smash: Frenzy Plant
A large amount of giant, thorny roots come up from the ground and flail around dealing massive damage to everyone that's even close to the ground.

That took a long time. I think I got everything?

B: Razor Wind. Charged projectile, charge can't be stored/carried. Uncharged shots are weak, fairly spammable, but short-range. Power and distance increase with charge time.

5 air jumps, can glide. Fast, light, stronger attacks need some charge or cool down. Smash Attacks involve fire bursts and wing strikes, aerials use talons a lot in conjunction with wings. Hovers just above the ground, uses claws to grab.

Final Smash: Brave Bird. Think Snake's FS combined with the Dragoon. Talonflame soars into the air and a targeting crosshairs appears onscreen. Can zip through the battlefield at high speed with strong damage a set number of times/for a set time limit (whichever comes first).

Final Smash: Toxic
shuckle goes in its shell and Toxic bubbles shoot out rapidly, the player cannot move but can spin the shell around to direct the toxic spill (like lucarios aura final but in the middle of the map), and thing touched by these have damage that linger and rapidly increases. Toxic can not be knocked off until death.

There I just created an OP chuckle in smash

This is going to read less like a new character and more like a mashup of characters we've all seen. It's not that I didn't WANT to be original; it's just that Chesnaught lends himself particularly well to mechanics we've already got in place.

Works similarly to Lucas' B in Project M, but with longer startup. Chesnaught focuses his strength to empower himself. While empowered, he has minor knockback reduction. His next Smash attack will have increased damage and knockback. If the Smash connects, Chesnaught will retain his Bulk Up. If it misses, it will be wasted.

Sure, he can't learn it in the games, but let's face it. He needs an Up B and he's basically Bowser anyway. However, his would be more vertical than horizontal (still won't gain a whole fuckton of height though).

Curls into a ball and rolls sideways a la Jigglypuff or Squirtle. Cannot turn around mid roll. Rollout can be canceled by pressing B. Subsequent hits in the same Rollout deal increased damage. Rollout KBs diagonally up in the direction of the roll - a high damage enemy will simply be knocked away and get a chance to recover, whereas a low damage enemy can be caught for subsequent hits to rack up damage.
>Down B - Spiky Shield:
Standard Smash Bros. counter tech. Holds up spiky shield; if an attack connects with him the spikes thrust outward for a counter hit. Peach's counter is a decent analogue.

^B - Protect. She becomes transparent, and immune to damage, while moving and being able to fly slowly, but not attacking.

vB - Spikes. Lays a spike trap on the ground that damage everyone that walks on it. Does not stun, does not go away, only 3 can be placed at a time.

B - Icy Wind. A cone of blueish wind in front of froslass, becoming larger the longer you hold B. damage and pushes everyone that touches it. Also pushes items.

SideB - Astonish. A side blinking move much like Fox's, that travels a specific distance. However, fighters in the path are not damaged. Instead, fighters are only damaged at the end, and if Froslass appears directly on top of another fighter, they are more heavily damaged, and knocked a significant distance.

Final Smash: Destiny Bond. All Damage done to Froslass is mirrored onto the person that did it until Frosslass dies. Does not mirror knockback.

General miscellaneous things include a medium/light weight, large, but not huge jumps, and good basic attacks but mediocre smash moves. The general theme being getting damage on your opponents is fairly easy, but finishing them is not without skillfull use of SideB, or Neutral B while near edges.

Also, her taunt prevents you from charging up moves or using non-damaging moves/items while you're near her and she's doing it.

vB: Icy Wind: Similar to Ice Climber's vB, but only in one direction, and lowers target's speed for a second or so

SideB: Night Slash: Basically Wolf's slashing attack

B: Ice Punch: a slower punch attack, something along the lines of Falcon Punch, which freezes anybody it hits instead of sending them flying

Final Smash: Icicle Crash: Icicles appear above the battle, dealing massive damage to any players who can't dodge them all. Weavile can still move during this, and is unaffected by the icicles, so you can try and knock people into them.

It'd probably have to be smaller on some way since a giant water whale already sounds broken as fuck.

Up B: Kyogre flaps his wings upwards releasing a torrent of water underneath itself.
Left/Right B: It surrounds itself with water and does a quick headsmash at opponents.
Down B: Water Spout. Water erupts from it's...spout damaging enemies overhead. Stronger the less damage it's taken.
B: Covers itself with a water shield that can deflect projectiles. If you hold it long enough the water shield explodes causing damage to anyone near it.

Final Smash: A flood envelops everyone in water and Kyogre swims around eating everyone. Increased speed also because why not.

>B Up: Fly
A short burst upwards into the air. Holding B allows them to hover for a bit, though they can not move around whilst doing so a la Peach.
>B: Bolt Strike/Blue Flare
A charge move. As it charges, their tails start to glow. Has a bit of range, though not nearly as big as Mewtwo, Lucario, or Samus's charge moves.
>B Side: Dragon Tail
A strong tailwhip. Slightly slow. Causes opponents with charge moves to lose their charge.
>B Down: Thunder/Fire Blast
Unlike Pikachu, Zekrom's Thunder has a bit of slower start up. But it also hits harder with three bolts. Still doesn't go through platforms, though.
Reshiram's Fire Blast is also a bit slower of an attack. Hits to the side on the ground, but is a downwards meteor smash in the air.
>Final Smash: Fusion Bolt/Fusion Flare
For their final Smash, the other dragon joins you on stage to unleash a devastating attack. The attack you're using goes across the screen, while the attack the other dragon uses comes from across the other side. Hold down B during this attack, and you'll swap to the other dragon when the attack finishes!

Vaporeon
Quick, floaty, high double-jump, low weight, big shield, with wall-jump.
Attacks primarily with its bulky tail. A few attacks with its paws, and maybe mouth. Back-air is a really strong spike with huge hitboxes where it swings its tail down. Up-smash would be similar to Pikachu's(although not quite as strong as Pika's godly usmash).
Grab is fast as fuck, and throws set up well for a follow-up combo.
B - Hydro Pump. A burst of water that moves quickly horizontally. Good for gimping, bad for racking up damage.
UpB - Tail Whip. A quick backflip, sweeping the tail over the body. If used in the air, Vaporeon is not left helpless after, and it gains its double-jump back(UpB can't be used again until hit, landing, or getting grabbed). Super quick, good for combos.
SideB - Aurora Beam. An aimable beam which breaks shields and freezes the opponent. It also cancels any projectile it hits. Very high ending lag. Anti-camping.
DownB - Acid Armor. A "counter"-type move. Invincibility frames while active(faster than even Marth's counter), but, instead of hitting the enemy as the counter-hit, it grabs them. In the air, it still grabs the opponent, and it has a seperate set of throws(air-dthrow is a spike that gives Vaporeon upward momentum). Doesn't counter projectiles, but if they hit during the iframes, Vaporeon doesn't take damage. Of course, as a counter move, it has very high ending lag where Vaporeon is vulnerable.
Overall, Vaporeon would focus on its high-speed grabs and its spikes for KOs instead of knockback. Throws would help get the opponent off-stage at higher percent. Due to its reliance on grabbing, stages with many platforms such as Battlefield would be difficult for Vaporeon.
